Looks like a low (240-480v) voltage power distribution circuit breaker. It has the cover off which you can see right next to it. Hopefully @civtamayo will chime in and let us know for sure.
Johnnytoxin is right. 480V breaker I was troubleshooting. Turns out to be a burned out shunt trip coil.
